Keep the phones and extensions you have. Replace the expensive PRI or copper trunks behind them. Often the cleanest cut when the PBX still works and mobility is not the main problem.

Hosted voice and SIP are for people talking. Fire-alarm communicators, elevator emergency phones, and other code-tied analog lines are a different problem. They stay on a compliant path until you replace them on purpose with something your alarm and elevator vendors will certify.
